Abstract In a long period , the Arctic covered by ice and snow implicates international political, economic and security issues in its marginal zones, yet it has not garnered the attention it deserves on the global stage. With the gradual emergence of the Arctic Ocean energy value and strategic value, the region has started to capture the interest of the international community. Especially in recent years, with the breakthrough of oil and gas exploration technology and the gradual opening of the Arctic shipping routes, peripheral countries have prompted the process of oil and gas development in the Arctic. The large-scale utilization of these resources in the Arctic is prospective and is bound to have a potential and profound impact on the current world energy pattern. When the Arctic oil and gas enter the stage of large-scale commercial development in the future, the Arctic region will have great potential to become an important energy center for global oil and gas production. This development will have a strong impact on OPEC countries, also significantly improve the oil and gas import pattern of major energy consuming countries.
