With a long history, the South Silk Road has been and will continue to be an important corridor of economic, political, cultural and religious exchange between Southwest China and Southeast Asia, South Asia, the Middle East, West Asia and Europe. The transportation corridor established by the South Silk Road has both important strategic significance and value for China's transportation safety, and the potential to bring huge political and economic benefits to our country. However, all kinds of challenges and threats need to be dealt with in order for it to achieve strategic value and play the role of a transportation corridor, thereby ensuring China's strategic security.

China's Belt and Road Initiative has great significance for China's energy security and the economic development of the countries along the route of the Belt and Road Initiative. Focusing on oil and gas cooperation, the paper aims to define the political, economic, legal, and operational conditions required to facilitate the development of the Belt and Road Initiative by analyzing the advantages, disadvantages, opportunities and risks of China's current international oil and gas cooperation environment. This will help to drive China's international oil and gas partnerships and increase China's discourse power in the international oil and gas markets by exploring new approaches to improving regional communication mechanisms, financial cooperation frameworks, multilateral legal systems and overall strength of the enterprises in the oil and gas industry.

The Silk Road Economic Belt is the updated version of regional economy and trade cooperation. It focuses on cooperation and development in energy, providing broad connotation and denotation and space for XinjiangCentral Asia to cooperate with each other in energy. Although it has bright prospect, the energy cooperation will still be restricted by the complex environment of Central Asia and the internal factors of Xinjiang, such as its unique economic model and industrial structure. Thus, in order to realize mutually beneficial cooperation, which is the common target of Silk Road Economic Belt, Xinjiang and Central Asia need to strengthen energy dialogue and expand the energy diplomacy, promote the construction process of Xinjiang energy strategy base, establish and perfect the information platform of Central Asia energy cooperation.

The supply-side structural reform in the oil and gas industry can be divided into three different levels. At present, there are four major categories of problems-a weak supply insurance capacity, a structural supply and demand imbalance, a certain degree of excess capacity and an imperfect market system. The primary target of supply-side reform in the oil and gas industry is ensuring a clean and efficient supply. The focus is to optimize the allocation of resources, improve resource allocation efficiency, and improve total factor productivity. Under the new situation, we should adjust the strategy and tactics used for supply insurance and carry out three tasks. We must adhere to the principles of "marketization", "globalization" and "integration" reform, strengthen the building of supply insurance capacity, improve the oil and gas market system, optimize the industry structure, and resolve excess capacity.

It was originally planned that the Liuhua 11-1 Tension Leg Platform(TLP) would be constructed by China Offshore Oil Engineering Co., Ltd. at its dock in Qingdao. After the closure of upper blocks and the completed construction of a lower floating body, it would then be towed out of the dock and set for sail via wet towing. However, due to the insufficient depths of the dock in Qingdao and the fairway, additional temporary buoyancy is required for the safe undocking and sailing of the TLP. In this paper, a technique to provide additional buoyancy by use of temporary ballast tanks positioned on both sides outside the Pontoon of the TLP to reduce its draft was studied. The paper also introduced the design, mounting and offshore removal of the temporary ballast tanks and additional related techniques, which will provide reference for subsequent integral undocking projects relating to floating platforms that require additional temporary buoyancy.

In regard to the continuous decline of international oil prices in recent years, how should China's natural gas industry seize the opportunity brought by this round of energy price declines, and how should we meet the challenges posed to the development of the domestic natural gas industry caused by changes in the international energy pattern? These questions deserve serious consideration. Through analysis on the situation of the domestic and overseas oil and gas market, and in combination with China's 13th Five-Year Plan for energy development, the article proposes the development strategy in response to the low oil prices, aiming to provide countermeasures and suggestions for the long-term stable development of China's natural gas industry.

The economic rise of the BRICS countries (Brazil, Russia, India, China and South Africa) is closely tied to global energy politics and their increased consumption of global energy. Energy cooperation is one of the main forces behind the development of BRICS. Looking forward, energy concerns will undoubtedly remain an important influencing force for the BRICS, shaping their domestic politics and international relations. The pursuit of oil and gas (China, India, and South Africa) to support economic development and the search for stable petroleum markets (Brazil and Russia) have shaped BRICS relations with other countries and regions. This article is trying to elaborate on the reasons why BRICS Energy cooperation is beneficial for its members; also, this article regards the main challenges hindering cooperation, analyzes BRICS energy cooperation through the use of SWOT analysis and muses potential strategic points for BRICS countries up until 2050.
