They adhered to problem-oriented and goal-oriented approaches, successively introduced or revised a series of industry policie s and reform suggestions, accelerated system reforms to adapt to market conditions, emphasized the role of energy investment in stimulating the economy, solidified the primary responsibility for energy conservation and carbon reduction, and improved the industry standard system to promote high-quality energy development.
