Oil & gas cooperation is a key area of the Belt and Road construction. Currently, there have been profound and significant changes in the global political, economic, and oil & gas market landscape. Great power games, Ukraine crisis, energy transformation, etc. have had a profound impact on the Belt and Road oil & gas cooperation. On the occasion of the 10th anniversary of the Belt and Road initiative, how to promote the high-quality development of oil and gas cooperation in the joint construction of the Belt and Road is the key content to be studied in the future. This article takes CNPC as an example, systematically summarized the basis for high-quality development of CNPC’s the Belt and Road oil & gas cooperation, discussed the connotation of high-quality development of oil & gas cooperation and four suggestions for promoting high-quality development, with a view to providing certain support and guidance to other Chinese enterprises to participate in the Belt and Road energy cooperation.

Since General Secretary Xi Jinping proposed the Belt and Road Initiative in 2013, the Belt and Road energy cooperation has achieved fruitful results in the following five aspects: policy coordination, infrastructure connectivity,unimpeded trade, financial integration, and people-to-people ties. Looking back on the development over the past decade, the Belt and Road energy cooperation has witnessed mutual benefits and win-win results, openness and shared benefits, innovation and progress, and green and low-carbon development. In the current context of energy transition and escalating energy geopolitical risks, high-quality energy cooperation is beneficial not only for ensuring the energy security of countries along the Belt and Road but also for promoting their green development and improving the well-being of their people. Based on the above understanding, the author has analyzed the following four major challenges faced by high-quality Belt and Road energy cooperation in the future: international politics, geopolitical risks, energy markets, and technological innovation, and put forward relevant suggestions from such five aspects as balance of development and security, incremental market and current market, traditional energy and new energy, technological progress and industrial upgrading, and China’s interests and the welfare of the people in resource-rich countries.

The correct understanding of the role of hydrogen energy in the carbon neutrality strategy, and the scientific development of the technical layout of hydrogen energy industry chain are key factors in determining whether the hydrogen energy industry and enterprises can achieve healthy sustainable development by following the national trend. This paper discusses the role of hydrogen energy in the implementation of the carbon neutrality strategy, and analyzes the necessity of hydrogen pipeline transportation, and the main technical challenges brought about by the physical and chemical differences between hydrogen and natural gas. We also introduce the technical breakthroughs and main achievements against the construction of the “West-East Hydrogen Transport” pipeline project to provide guidance and reference for the hydrogen energy industry and the construction of hydrogen transportation pipelines. In order to better promote the steady and healthy development of the domestic hydrogen pipeline transportation industry, we offer some proposals for the spatial layout integration and optimization of carbon, nitrogen, hydrogen, and oxygen elements and the research and application of large-scale hydrogen storage technology based on the work practices.

China has proposed the carbon peak and carbon neutrality goals, fully promoting green and low-carbon development. CCUS technology is one of the key technologies to achieve carbon dioxide emission reduction, ensure energy security, and promote sustainable development, and an important means to achieve large-scale low-carbon utilization of fossil energy. As technology progresses, the CCUS technology system is becoming more refined and advanced. This paper explores the research and layout of CCUS technology in the natural gas industry chain from the following aspects: the development of CCUS technology suitable for the natural gas industry, the construction of the CCUS technology system in the natural gas industry chain, the building of CCUS demonstration clusters, and the implementation of large-scale integrated demonstration projects across the entire natural gas chain.

In the first three quarters of 2023, relevant national departments focused on ensuring energy resource security, promoting high-quality economic development, and prudently advancing carbon peak and carbon neutrality. They adhered to problem-oriented and goal-oriented approaches, successively introduced or revised a series of industry policie s and reform suggestions, accelerated system reforms to adapt to market conditions, emphasized the role of energy investment in stimulating the economy, solidified the primary responsibility for energy conservation and carbon reduction, and improved the industry standard system to promote high-quality energy development.
